Commissioners
The five-person board is appointed by the Genesee County Board of Commissioners to provide the organizational direction and policy guidance for the Road Commission. Commissioners serve six-year terms. The Board meets at 10 a.m. on the first and third Tuesday of the month (unless otherwise noted on the calendar) at the Road Commission’s administrative office.
Timothy Elkins

Commissioner Timothy Elkins is a long-time resident of Davison Township, having served as Davison Township Trustee for 14 years beginning in 2004 and as Davison Township Supervisor from 2018 until 2020. He served on the Davison Township Personnel Committee as its chair and as Lead Representative for the Davison Township Union Negotiations Committee. He was a member of the Davison-Richfield Fire Authority Board from 2004 to 2020. Mr. Elkins also served as treasurer of the Davison-Richfield Area Senior Center Board from 2018 to 2020. He was also Co-Chair in the Davison Area Youth Safety program which has been instrumental in purchasing and distributing bike helmets for youth. Mr. Elkins was also the owner and partner of the Elkins Agency, Inc. from 1999 to 2018, serving as its President from 2012 to 2018.
Cathy Lane

Commissioner Cathy Lane was born and raised in the City of Detroit. She graduated from the University of Detroit College of Commerce and Finance with a Bachelor of Arts in business. She moved to Grand Blanc Township in 1970 where she has raised five children and has been actively involved in multiple community organizations. She served the City of Bloomfield Hills as Executive Assistant, Deputy Clerk to the City Manager and City Clerk. In 2017, the Grand Blanc Chamber of Commerce honored her with their Citizen of the Year award.

Chris Gehringer

After 34 years working in the construction industry, Chris Gehringer retired as superintendent and estimator. Gehringer also taught builder’s licensing and law at Baker College. He also has a long history of public service, serving as Clayton Township Trustee, Treasurer, and Supervisor for ten years. In addition, Gehringer was President of Genesee County MTA, Vice Chair of the 911 Board, Chairman of the Genesee County Land Bank Citizens Advisory Committee, Secretary of Genesee County Brownfield Authority, Clayton Township’s representative at the Genesee County Metropolitan Alliance, and a member of the Swartz Creek Area Fire Board. Gehringer has been married for 31 years and has six children, 14 grandchildren, and three great-grandchildren. In his free time, Gehringer enjoys scuba diving.
Joe Massey

Joe Massey is a long-time resident of Genesee County having resided in Grand Blanc Township. Massey enlisted in the United States Army where he operated heavy-duty vehicles in Vietnam. He earned his bachelor’s degree in Mechanical Engineering from Cleveland State University and MBA from Walsh College. Massey was an engineer for NASA and the aerospace industry. He retired from General Motors where he worked in engineering, Computer-Aided Design, and asset management. He was elected to serve as a Grand Blanc Township Trustee for four years.
Reggie Smith

After serving 43 years, Reggie Smith retired from General Motors in 2020. He was elected the first African American President of UAW Local 659, leading more than 3,000 members and over 10,000 retirees. Smith’s long history of public services includes being a member of the Coalition of Black Trades Unionists, a member of the NAACP, the Secretary of the Board of Directors for the Crossover Outreach Ministries, a board member of the Genesee County Planning Commission, Precinct Delegate for the Democratic Party, and Chairman of the Urban League of Flint Board of Directors. He received the Daniel J. Hoffman Outstanding Achievement Award, the UAW Walter Phillip Reuther Distinguished Humanitarian Service Award, and the 2017 Genesee District Library Award of Excellence.
