GENERAL SUMMARY
Under the direction of the Finance Director, the Purchasing Administrator is responsible for the coordination of purchasing goods, services, equipment, and materials in accordance with the purchasing policy. The Purchasing Administrator collaborates with all departments to ensure operation needs are met and enforces the policies and procedures set forth in the Purchasing Policy.

TYPICAL DUTIES
Prepare, process, and edit purchase orders for internal departments. Confirm specification requirements for products, materials, and equipment; solicit quotes, advertising bids, post notices in appropriate sources. Prepare bid documents, tabulation, and Board memo, notify award recipients; collect Equal Employment Opportunity Plan, W-9 forms, and references. Periodic review of the bid process performed by the Engineering Department for construction projects, to ensure the process meets the requirements of the GCRC Purchasing Policy. Monitor the status of requisitions, contracts, and orders to ensure delivery and interact with suppliers in the event of damaged goods or incorrect quantity. Maintain purchasing files of documentation, correspondence and ensure the records are kept in accordance with regulatory guidelines and GCRC policies and procedures. Perform product research and recommend optimal course of action. Maintain State of Michigan-MIDEAL Purchasing Program and other cooperative purchasing programs to secure optimal pricing on goods, services, equipment, and materials. Administer online auction site to dispose of idle assets, answer bidder questions and coordinate the delivery of sold assets. Oversee the company cell phone plan, copiers, and postage machine, including equipment, supplies and recycle program. Administer and evaluate contracts. Enforce GCRC procurement policies and procedures. Make recommendations for cost savings measures. Regular and routine onsite attendance.

Effectively solve problems in a fair and equitable manner. Adhere to government procurement requirements. Working knowledge of accounting functions, including accounts payable and inventory. Manage time to meet deadlines and complete responsibilities timely. Skilled to consider costs and benefits of potential actions to choose the appropriate one. Develop and maintain interpersonal relationships and confidentiality. Ethical conduct. Intellectual curiosity, adaptability and high attention to detail.

EDUCATION AND EXPERIENCE
This position prefers a bachelor’s degree from an accredited college or university with a major in Business Management or a related field; or an equivalent combination of experience and training that provides the knowledge, skills and abilities required with a minimum of five (5) years of experience. Certified Purchasing Professional is desirable. Three (3) years of experience in procurement and contract administration is required. Knowledge of governmental procurement requirements is preferred. Proficient in Microsoft Office, inventory and purchasing processing software, and other information processing systems to maintain various accounting records and reports. Michigan Driver's licenses are required.

Hourly rate of pay is: $33.91 per hour/Level 6-Step 1, with comprehensive benefit package included, but not limited to Medical/Dental/Vision Insurance, Life Insurance, paid holidays and vacation, pension and deferred compensation.
