The Genesee County Road Commission is seeking candidates for the position.

Date: June 9, 2025 (until the position is filled.)
Position Shift: 1st Shift
Rate of Pay: $38.89 per hour
Reports to: Construction Department Manager

GENERAL SUMMARY:
Genesee County Road Commission (GCRC), Flint, Michigan is seeking a Construction Project Engineer. Under the direction of the Director or Engineering and Construction Department Manager, performs professional Civil Engineering tasks. Assigns and supervises the work of lower classified employees. Oversees construction projects, interprets and enforces contract specifications and documents for road, bridge, culvert and storm sewer design projects from inception through final completion. Prepares cost estimates, makes grade inspections, and reviews plans for the roads and bridges of Genesee County.

TYPICAL DUTES:

  1. Participate in meetings with the other governmental agencies, utility representatives, local officials and interested residents to work out details of schedule, inspection, utility conflicts and other potential problems.
  2. Assigns and supervises the work of lower classified employees to ensure proper quality assurance and quality control of materials and methods in compliance with drawings and specifications for construction of roads and bridges.
  3. Meets with other engineers and visits project sites to observe progress or problems, prepares recommendations or changes plans as necessary.
  4. Prepares and maintains periodic pay estimates and required documentation for work performed within specifications.
  5. Uses aerial photos and topographic surveys to identify problems and address construction related issues.
  6. Oversee construction projects from inception through final completion under the supervision of the Construction Department Manager.
  7. Reviews consultant plans, designs, specifications and quantities for compliance with Commission standards and adherence to proposed budgets.
  8. Oversee the construction of road improvement projects which involves the interpretation of design plans and instruction of inspection staff to insure the vertical and horizontal alignments are correctly built, solves construction field problems and makes changes which meet professional engineering standards, redesigns appropriate drainage system, and determines amount and type of construction material to be used.
  9. Participants in on-site inspection of terrain to see where grades will be made to identify areas of concern and determine appropriate adjustments to meet field conditions.
  10. Supervises lower classified staff and trains them in various skills supportive of engineering functions.
  11. Prepare proposals by assembling standard sections, writing special provisions and determining the basis of payment.
  12. Attends professional engineer meetings and seminars and reads literature in the field to keep abreast of the latest developments and techniques in design, construction and management.

ESSENTIAL JOB FUNCTIONS:

Must possess ability to: Maintain good interpersonal relationships. Understand and follow complex oral and written communication. Maintain professional and technical knowledge. Make decisions within the guidelines of public statute and the policies, procedures, and standard specifications of the Road Commission.

EDUCATION & EXPERIENCE:

Bachelor of Science in Civil Engineering or Construction Management, with a minimum of three (3) years of experience related to public works projects; OR any equivalent combination of experience and training that provides the knowledge, skills and abilities with a minimum of five (5) years engineering experience. Registration as a Professional Engineer in Michigan is desirable. Experience in Bridge Inspection and Evaluation is desirable. Knowledge of computer software with emphasis in Microsoft Office/CAD applications. Valid Michigan Driver’s License.
